Quality Culture in Practice


Functional internal quality system points out to constant internal evaluations that result in defining HEIs' performance quality improvement activities followed by monitoring improvement trends.
In this respect, after having a number of meetings at HEIs last and this year, after self-evaluations of study programs candidated for external evaluation in the accreditation and reaccreditation process, University of Banja Luka has continued with self-evaluation of study programs that shall not be externally evaluated at this stage.
Therefore, on 20th June, 2018, upon the invitation of the University of Banja Luka, Higher Education Accreditation Agency of RS representative has held a consultative workshop at the premises of the University. The only topic of the workshop was preparation of self-evaluation reports for study programs.
Similar workshops are expected to take place in the near future at other HEIs in Republika Srpska, regardless of their accreditation status.

THE FORTHCOMING SEVENTH SESSION OF THE COUNCIL FOR THE DEVELOPMENT OF HIGHER EDUCATION AND QUALITY ASSURANCE OF REPUBLIKA SRPSKA


Representatives of the Agency for accreditation of higher education institutions of Republika Srpska have been invited to take part in the seventh session of the Council for development of higher education and quality assurance of Republika Srpska which is to be held on 28th Jun, 2018, at 12:00. Information about Accreditation of higher education in Republica Srpska is one of the points in the session agenda.

THE FORTHCOMING MEETING BETWEEN VICE DEANS FOR EDUCATION AND THE QUALITY SYSTEM COORDINATORS


The 29th regular session of the Rectors' Conference of Republic of Srpska (RCRS) was held on 7th June 2018 in the premises of the Rectorate of the University of Banja Luka.
One topic of the agenda was the request of the Agency for Development of Higher Education and Quality Assurance of BiH (HEA) to attend RCRS sessions. The RCRS adopted the conclusion that the response should state that HEA can attend RCRS sessions on invitation when the topic of the agenda are HEA's activities.
Within this point of the agenda HEAARS Acting Director, docent Biljana Vojvodic, PhD has informed attendees on the course of accreditation of higher education institutions and study programs and obstructions of the process by HEA.

The topic of the meeting will be preparation of self-evaluation reports of study programs.

THE FORTHCOMING SIXTH SESSION OF THE COUNCIL FOR THE DEVELOPMENT OF HIGHER EDUCATION AND QUALITY ASSURANCE OF REPUBLIKA SRPSKA


Representatives of the Agency for accreditation of higher education institutions of Republika Srpska have been invited to take part in the sixth session of the Council for development of higher education and quality assurance of Republika Srpska which is to be held on 25th May, 2018, at 12:00. Accreditation of higher education in Republica Srpska is one of the points in the session agenda.

AGENCY AGAINST BLOCKING THE ACCREDITATION PROCESS


Acting director of Higher Education Accreditation Agency of Republika Srpska Dr. Biljana Vojvodic took part in the round table on the topic "(Re) accreditation of higher education institutions and study programs in BiH - challenges and opportunities" held on May 15 in Sarajevo.
Representatives of all higher education institutions from BiH were invited to the round table organized by the Agency for Development of Higher Education and Quality Assurance of BiH (HEA). During the discussion on the upcoming process of accreditation of higher education institutions and study programs in BiH, the HEA explicitly stated that this process cannot and will not be implemented until a new Decision on the norms determining minimum standards in the field of higher education in BiH (Decision about norms) is adopted.
Representatives of higher education institutions from the Republic of Srpska and the Agency for Accreditation of Higher Education Institutions of the Republic of Srpska reminded the HEA of the obligation to apply the current Decision on the Norms for Determining Minimum Standards in Higher Education in BiH ("Official Gazette of Bosnia and Herzegovina", No. 100/11) which has never been declared null and expressed concern over the intention of the HEA to block the forthcoming accreditation process in BiH.
Representatives of the Republika Srpska believe that the new Decision on Norms represents the transfer of jurisdiction in this area from the level of Republika Srpska to the level of BiH, contrary to the Framework Law on Higher Education in BiH, and refused to adopt conclusions that point in the direction of adopting this decision.
Higher Education Accreditation Agency of Republika Srpska will inform the Government of Republika Srpska, the Council for the Development of Higher Education and Quality Assurance of Republika Srpska and the Ministry of Education and Culture of Republika Srpska about these issues and will continue with the implementation of the jurisdictions delegated by law.

NEWLY APPOINTED AGENCY DIRECTOR

Docent Biljana Vojvodic, PhD has been appointed as an acting director of the Public institution Higher Education Accreditation Agency of Republika Srpska by the decision of Republika Srpska Government reference number: 04/1-012-2-1017/18, dated 26th April, 2018.
Born on 1st June, 1963, she has completed primary education in Lusci Palanka followed by secondary Grammar school in Sanski Most which she graduated from as the best in generation. She took a degree at the Department for Mathematics of the Faculty of Natural Sciences and Mathematics in Sarajevo with the grade point average of 9,20. At the same faculty she defended her master thesis “Functions’ spaces and sequences’ spaces in the Furrier analysis-duality aspects”. She defended her doctoral dissertation “Inverse spectral problems for Sturm-Liouville type deferential operators with two delays” in April 2017 at the Faculty of Philosophy, University of East Sarajevo.
She has worked at the position of a programmer in the IT Center of Energoinvest and senior teaching assistant at the Faculty of Mechanical Engineering and Faculty of Natural Sciences and Mathematics in Sarajevo as well as a senior teaching assistant at the faculty of Electrical Engineering, Faculty of Natural Sciences and Mathematics, Faculty of Mechanical Engineering and Faculty of Medicine, University of Banja Luka.
She was working as a senior associate for general education at the Ministry of Education and Culture of Republika Srpska and then as Head of Department for higher education. Since 2012 until current appointment she has worked as Assistant Minister for technology in the Ministry of Science and Technology of Republika Srpska.
In September 2017 she was appointed a docent title at the University of Banja Luka. Mrs. Vojvodic is author and co-author of a number of scientific papers in the area of mathematical analysis.
She is married, with two children. Speaks Russian and English.

THE COURSE OF ACCREDITATION OF HIGHER EDUCATION INSTITUTIONS AND STUDY PROGRAMS


Within its regular activities, Higher Education Accreditation Agency of Republika Srpska continues the process of external evaluation and accreditation of higher education institutions, and now their study programs. The process of reaccreditation of already accredited higher education institutions is ongoing whereas some institutions that had no preconditions to access the accreditation process, have started preparations for institutional accreditation and accreditation of study programs. In the previous period of time, Agency has held a number of consultations and meetings with higher education institutions that have applied for reaccreditation in the sense of providing support in the self-evaluation of study programs.
According to valid Rulebook on accreditation of higher education institutions and study programs in Republika Srpska, study programs candidated in the application process, are firstly undergoing review that results in the study program review report. The process is conducted by two independent reviewers for each study program whose reports are then part of the input documentation to be thoroughly studied by the Panel of experts that later on conducts the on-site visit to the higher education institution.
There are six higher education institutions for which the reaccreditation process has already started.

Workshop and General Assembly of CEENQA


Representatives of the Higher Education Accreditation Agency of Republika Srpska (RSHEAA) participated in the workshop and General Assembly of the Central and Eastern European Network of Quality Assurance Agencies in Higher Education (CEENQA) from 11 to 12 May in Tirana.
CEENQA Workshop this year was dedicated to the most important issues in the field of meeting the requirements of the European Standards and Guidelines for Quality Assurance in Higher Education, among which special attention was devoted to the preparation of thematic analyses with examples of good practices of member agencies.
At the CEENQA General Assembly, the head of the Quality Assurance and International Cooperation Department of RSHEAA, Duska Radmanovic, who has been a member of the CEENQA Executive Board since last year, has been elected Vice President of this network. Since CEENQA has 31 agencies in the field of quality assurance, it is a position that, although voluntary, represents a trust and honor given by distinguished experts in the field of quality assurance in higher education.
Higher Education Accreditation Agency of Republika Srpska is a member of CEENQA since 2013.
